Can i get the papers for my puppy?

well the woman who i got my puppy off doesn't seem genuine. she seemed like a lovely lady and we got told our puppy had had her first injection and had been wormed. it was only when we phoned the vet that it all became clear. they asked me for it's health record card, which wasn't given to me, so after days of phoning up to find were the card was there was no answer and no calls back so they gave me an appointment anyway. i went to the vet on friday and he told us he is very wary because she had 6 pups and only half had actually been vaccinated. she also told us that she is waiting for my pups papers to come through and they she will send them to me, but she actually showed us the papers off another pup that was in this litter and said the owner had no need to take it. she has also kept the 4 weeks free insurance and took half of the stuff out of the puppy pack that she gave us. the vet needs to find out of she had been vaccinated and after trying to phone her again the number has been cut off and she has removed herself from breeders website. we have now got a new health card for our pup but hasn't heard about the papers and it has been 2 weeks. can i get the papers myself if i explain the situation? also can i report her for this and who would i report her to to make sure she can't do this again?
